At the annual UN Commission on Narcotic Drugs (CND) meeting on March 10, 2008 in Vienna, the International Harm Reduction Association, Human Rights Watch, the Canadian HIV/AIDS Legal Network, and the Beckley Foundation Drug Policy Program released a report which examined the impact of the war on drugs on worldwide human rights. The report highlights widespread and serious human right violations due to drug control prohibition. For example, the use of the death penalty for drug offenses and barriers to HIV prevention. A copy of the report, "Recalibrating the Regime: The Need for a Human Rights-Based Approach to International Drug Policy," is available from the CSDP research archive.
